The PRO Circularity Alliance is a new, independent network uniting Producer Responsibility Organisations across Europe. In a time of rapid legislative change, we offer a collective voice, collaborative platform, and shared intelligence to strengthen EPR implementation across sectors and countries.

PRO Circularity Alliance

We are a cross-material, member-driven industry association representing the interests of PROs across all waste streams. Founded to respond to a rapidly evolving regulatory environment, we bring together PROs from across Europe to strengthen their role, share knowledge, and shape policy through collective action.
As a Brussels-based association, we operate at the heart of EU policymaking. We actively engage with institutions, participate in expert groups, and provide our members with structured access to decision-making processes and regulatory developments that shape EPR across Europe.

Our work focuses on:

• Coordinating joint advocacy and position papers
• Supporting members through technical collaboration and working groups
• Providing early insights and briefings to stay ahead of change

Governed by PROs themselves, we are independent, transparent, and guided by those who operate real-world take-back systems.

Dr.-Ing. Julia Hobohm

President

Managing Director of GRS Batterien, Dr. Julia Hobohm is a prominent voice for the Circular Economy in Europe. As a lecturer and thought leader, she actively engages in industry networks, conferences, and expert panels to drive collaboration, strengthen producer responsibility, and promote innovative circular solutions.

Raffael A. Fruscio

Vice President

Founder and CEO of Reclay and Raan Group, Raffael Fruscio is a visionary leader driving innovation and partnerships in the Circular Economy. With over two decades of leadership experience, he shapes sustainable business models and advances producer responsibility across Europe.

Christian Hochsteger

Treasurer

As Managing Director of ERAplus GmbH, Christian Hochsteger brings over 16 years of leadership in the Circular Economy. With deep expertise in resource management and operations, he drives the strategic and efficient development of electronic recycling systems and sustainable business solutions.

Georgios Chryssos

Member of the Board

As President of Stiftung GRS and board member of Eucobat, Georgios Chryssos has long been a leader in Europe’s battery EPR sector. With over 16 years of executive experience, he ensures the positive strategic development of circular battery management and fosters progress across the European EPR landscape.

Dr. Fritz Flanderka

Member of the Board

Managing Director of Reclay Group, Dr. Fritz Flanderka is a leading expert in EPR policy and circular system design. With deep legal expertise and decades of hands-on experience, he understands what makes producer responsibility systems work and has helped shape Europe’s packaging and recycling landscape.

Dr. Tom Vöge

Policy Director

As Policy Director of the PRO Circularity Alliance, seconded from GRS PRO, he brings over two decades of experience in international and industry policy. A recognised expert in Circular Economy and sustainability, he advances dialogue between business, policymakers, and institutions to strengthen Europe’s circular transition.

Julia Gawlik

Head of Operations and Programs

With a background in Environment and Resource Managemen, seconded from the Raan/ Reclay Group, she brings experience from the intersection of project management and environmental policy implementation.

Structure and Governance

The Alliance is built on a strong, member-driven governance structure. All key decisions are taken by the General Assembly, which brings together the full members to ensure transparency, legitimacy, and collective ownership. The Board prepares strategic recommendations and facilitates alignment across the membership, while the Secretariat manages the day-to-day operations and coordination.
Working Groups provide space for technical exchange, joint positions, and the development of common approaches across key policy areas. Associated members are invited to participate in most activities and General Assembly meetings but take on a more observing role.
