Launch of the PRO Circularity Alliance: New European Industry Association for Producer Responsibility Schemes

Brussels/Hamburg, 02 September 2025 – The newly established PRO Circularity Alliance has officially commenced its work as a European industry association. For the first time, Producer Responsibility Organisations (PROs) from across the EU and across multiple product streams, including batteries, electronics, textiles, and others, are joining forces under one umbrella. The Alliance’s mission is to strengthen the role of PROs in Europe’s circular economy and ensure that Extended Producer Responsibility (EPR) schemes remain efficient, transparent, and future-proof.
The founding members of the Alliance are GRS Service GmbH, Stiftung GRS Batterien and Reclay Holding GmbH, represented by Dr.-Ing. Julia Hobohm, Georgios Chryssos, and Raffael Fruscio. Together, they aim to establish a strong collective voice for PROs at the European level and foster collaboration among PROs across
waste streams.
Dr.-Ing. Julia Hobohm, Managing Director of GRS Service GmbH, will serve as the Alliance’s first President. She stated: “For producer responsibility to work in practice, strong and effective Producer Responsibility Organisations are essential. With the PRO Circularity Alliance, we are creating a platform that pools expertise,
drives innovation, and ensures that the interests of PROs are represented in Brussels.”
The Alliance is being launched at a time when circular economy and resource efficiency are rising rapidly on the European political agenda. With the forthcoming EU Circular Economy Regulation in focus, the Alliance intends to contribute actively to the policy debate and provide practical solutions for the implementation of
EPR systems.
As an open network, the PRO Circularity Alliance will engage with European industry associations, policymakers, and other stakeholders.
Its goal is to develop common standards, unlock efficiency gains, and strengthen the contribution of PROs to a sustainable circular economy.
The Alliance’s first official Opening Session will take place on 15 September 2025 in Frankfurt, bringing together selected PROs from across Europe to discuss the Association’s objectives, governance structure, and future work programme.
