PRO Circularity Alliance calls for a Central European EPR Register
Brussels, 20 February 2026 – The PRO Circularity Alliance has published a new position paper calling for the development of a Central European EPR register.
Today, EPR registration across Europe is highly fragmented. Producers and Producer Responsibility Organisations must navigate dozens of national systems, often further divided by waste stream, with differing formats, procedures and reporting cycles. This complexity creates unnecessary administrative burden, increases compliance costs and weakens the efficiency of EPR implementation across the Single Market.
At a time when the EU is placing strong emphasis on competitiveness, simplification and better regulation — and as new legislation such as the PPWR and the Batteries Regulation leads to the creation or expansion of national registers — the moment is right to rethink how EPR registration is organised in Europe.
Our position paper outlines why a harmonised European register would:
- reduce duplication and spending on parallel national IT systems
- lower barriers to compliance and market participation
- strengthen transparency and prevent free riding
- support the functioning of the Single Market
Over the coming weeks and months, we will further develop this work, engage with policymakers and explore practical implementation pathways. We see this as a constructive contribution to the ongoing discussions around the Circular Economy Act and broader regulatory simplification efforts at EU level.
