PRO Circularity Alliance calls for clear EPR enforcement during PPWR transition
Brussels, September 2026 – The PRO Circularity Alliance has published an open letter calling for continued enforcement of clear EPR obligations throughout the transition to the Packaging and Packaging Waste Regulation (PPWR).
As implementation of the PPWR progresses, businesses and authorities are facing a number of questions that still require clarification. However, uncertainty around individual provisions should not create uncertainty around EPR obligations that are already clear and applicable.
This distinction is particularly important for the functioning of EPR systems. PROs continue to finance and organise the collection, sorting and recycling of packaging waste every day, irrespective of ongoing regulatory discussions. If producers delay registration, reporting or financial participation, the costs of these systems do not disappear. Instead, this puts additional pressure on compliant producers and risks undermining the financial stability of the system.
With our open letter, we therefore call on policymakers and competent authorities to continue enforcing EPR obligations wherever they are already clear and applicable, in particular registration, reporting and financial participation requirements. This is essential to safeguard the financial stability of existing EPR systems and ensure a level playing field between compliant and non-compliant producers.
